Horse control
Clare County Council is responsible for the operation of the Control of Horses, 1996 legislation for County Clare.
Clare County Council published bye-laws required under the act in March 1998. These bye-laws set out the various definitions and rules which apply to having a horse within County Clare. Horse, as defined in the bye-laws, includes donkey, mule and hinny.
Many of Clare County Council's responsibilities under the act are carried out on a contractual basis by Hungry Horse Outside, Longford.
Horses which are strays, causing a nuisance, not under adequate control or posing a threat to persons or property (as defined by Section 37 of the act) can be seized and detained. They are impounded. Horses are only released to owners who provide evidence "that they are bone-fide in occupation of lands sufficient for the horses in their possession" as required under 4, Schedule A of Part III of the bye-laws.
Any queries in regard to any of the above should be referred to the Environment section. See the contact details for the Environment section in this page.
