Item 1: Co-option to fill vacancies on Clare County Council.
It is proposed to fill the casual vacancies on the Council arising from the election of Cllr. Donna McGettigan, Sinn Féin, and Cllr. Joe Cooney, Fine Gael, to Dáil Éireann. The vacancies will be filled in accordance with Section 19 of the Local Government Act 2001, i.e. the person to be nominated by the same registered political party who nominated for election the member who caused the casual vacancy.
1) Correspondence has been received from the Sinn Féin party nominating Mr James Ryan, 104 Clonard, Westbury, Corbally, Co. Clare for co-option to Clare County Council. Mr James Ryan provided his written consent to this co-option.
By virtue of his proposed co-option to the Council, Mr James Ryan will also fill the vacant Councillor positions on the following committees:
“That Mr James Ryan, 104 Clonard, Westbury, Corbally, Co. Clare be co-opted to fill the casual vacancy in
- Shannon Municipal District,
- the Tourism Strategic Policy Committee,
- the Local Traveller Accommodation Advisory Committee,
- the Regional Health Forum West,
- the Memorial Committee,
- the Local Community Development Committee.”

2) Correspondence has been received from the Fine Gael party nominating Mr Conor Ryan, Lisbareen, Bodyke, Co. Clare for co-option to Clare County Council. Mr Conor Ryan provided his written consent to this co-option.
By virtue of his proposed co-option to the Council, Mr Conor Ryan will also fill the vacant Councillor positions on the following committees:
“That Mr Conor Ryan, Lisbareen, Bodyke, Co. Clare be co-opted to fill the casual vacancy in
- Killaloe Municipal District,
- the Physical Strategic Policy Committee,
- the Standing Orders Sub-Committee.”

The elected members supported these proposals and welcomed Cllrs. Conor Ryan and James Ryan to Clare County Council and welcomed the new Councilors’ friends and supporters present in the public gallery.
Cllr. Conor Ryan thanked Fine Gael for giving him the opportunity to take a seat on Clare County Council and stated he is truly honoured to represent both Killaloe Municipal District as well as the wider County. He wished Deputy Joe Cooney well in Dáil Éireann and vowed to work tirelessly for the people in Clare and hopes to follow in his footsteps of Deputy Cooney in his work for the county. He thanked his supporters in the public gallery.
Cllr. James Ryan thanked Sinn Féin for his co-option to Clare County Council and also thanked his supporters in the public gallery. Cllr Ryan wished Deputy Donna McGettigan best wishes in her new role. He noted her contribution to the county and wished to emulate same for Shannon Municipal District and outlined how he will work with everyone in the council chamber to see the best for Clare as a whole.
The elected members noted the presence of Deputies Donna McGettigan and Joe Cooney and acknowledged their work as elected members of Clare County Council, congratulated them on their election to Dáil Éireann and wished them well in their new role.
Deputies Donna McGettigan and Joe Cooney requested of the Cathaoirleach to address the council, the Cathaoirleach agreed to this request, and they both wished the new councillors well and congratulated them on their appointment.
Interim Chief Executive, Carmel Kirby, congratulated Cllrs. Conor Ryan and James Ryan on their co-option and stated that the staff in Clare County Council will work with and support them, in every way possible.
