Minutes of Special Meeting of the Shannon Municipal District March 2023

Cathaoirleach Michael Begley opened the meeting and welcomed all present.

Cathaoirleach Michael Begley proposed that the meeting be adjourned for 15 minutes as a mark of respect on the untimely passing of Gerard McGettigan, brother of Cllr. Donna McGettigan.   All Councillors supported this adjournment and wished to be associated with the condolences.

Item 1: Schedule of Municipal District Works 2023

 

Schedule of Municipal District Works 2023 – presented by John Leahy, Senior Engineer and Conor McDonagh, Executive Engineer.  

Mr. John Leahy, Senior Engineer referred to the Schedule of Municipal District Works (SMDW) 2023 document which was circulated to the Members ahead of the meeting.  The total funding allocation for the road network in Clare for 2023 is €52,053,750, which is a marginal increase of €3.6m on the 2022 allocation.  Mr. Leahy highlighted that the criteria applied in determining the distribution of funding is based on a 3 year programme, taking into account the condition of the road network, traffic volumes, recent weather damage and representations from the Members. 

Mr. Leahy referenced appendix 3 which refers to the Shannon SMDW 2023 and highlighted the main points of relevance for the Shannon Municipal District.  The budget allocation for Shannon MD for 2023 is €5.3m, a substantial increase on 2022 allocation (€3.8m.)  This is due to an allocation of €300k to the Shannon-Bunratty-Limerick Greenway, Active Travel projects totalling €787k, Climate Adaptation and Resilience Works €190k and N19 Shannon Airport Access €500k.

Mr. Conor McDonagh, Executive Engineer highlighted the Active Travel allocation of €4.5m for Co. Clare.  This was the maximum allocation for a rural Local Authority.  The progression of the various projects under this programme in the Shannon MD include the Safe Routes to School – Clonmoney National School which is currently at design stage.  The Transportation office has worked in co-operation with the Shannon MD office in securing funding for the various projects. 

In response to the presentation of the SMDW 2023 the Members raised the following:

Length of time it takes to progress projects from start to finish, with particular reference to the N19 Shannon Airport Access route which is scheduled for completion in 2027.  Concern was also raised that it is proposed to serve an international airport with a single carriageway instead of a dual carriageway. 

Value for money in relation to direct labour and contracted works.

Flooding and blocked gullies within housing estates in Shannon. 

Request for MD’s to liaise where works are being carried out on a road that transverses between MDs such as Ballycar to Gallows Hill and Cappakea to Drumintobin.

Ardnacrusha to Athlunkard Bridge Active Travel Scheme, serves a number of houses and worthy of progression.

Limerick Northern Distributor Road (LNDR) – more to be done to progress the completion of this scheme.

The allocation of funding to address drainage works on the Rossmanagher Road was welcomed by the Members. 

Greenway from Shannon – Bunratty – Limerick.  It was requested that Sixmilebridge should be considered for inclusion as it was part of the initial proposal. 

The Weir gates located at Gleeson, Sixmilebridge are deteriorating and need to be replaced to prevent flooding in Sixmilebridge village. 

Surface on the Meelick and Radisson roundabouts are lifting and in need of repair. 

The Schedule of Municipal District Works 2023 was proposed by Cllr. PJ Ryan and seconded by Cllr. John Crowe and agreed by all.
