Minutes of the Shannon Municipal District Meeting May 2024

Item no. 1: Minutes of the Shannon Municipal District Meeting held on 19th March 2024

Item no. 2:  Section 38 of the Roads Act 1994 – proposed Low Cost Safety Scheme on the R471 Bóthar Mór, at the junction with the L3303-0, Ballycaseymore, Shannon, Co. Clare.

Item no. 6:  General Municipal Allocation (GMA) to other groups/bodies

That in accordance with Section 66 of the Local Government Act 2001 as amended by the Local Government Reform Act 2014(S.I. No. 231/2014 - Local Government (Performance of Reserved Functions in Respect of Municipal District Members) Regulations 2014, Cllr. Michael Begley has nominated 2 local community groups to be allocated funding under his GMA – Clonlara Development Group and Parteen Town Team.  Cllr. John Crowe and Cllr. PJ Ryan has nominated Sixmilebridge Town Team for funding under their GMA. 

This was proposed by Cllr. John Crowe seconded by Cllr. Gerard Flynn and agreed by all.

 

Item no. 7:  Directors’ Business.

  • N19 Shannon Airport Access Road – Phase 3 (Design and Environmental Evaluation) stage is currently ongoing with Phase 4 (Statutory Consent) stage progressing thereafter. The preparation of the Environmental Impact Assessment Report (EIAR) continues.  A final draft has been issued for Transportation Infrastructure Ireland review. Discussions continue regarding the necessary Land Transfer Agreements between The Minister for Transport, The Shannon Group and Clare County Council.
  • 30 new training positions with Atlantic Aviation Group in conjunction with the Limerick Clare Education & Training Board (LCETB) have been announced.  The first phase is due to commence on 10thJune and the second phase in October.  This partnership aims to address the global shortage of qualified aircraft maintenance technicians.
  • Enhanced Bus Service – The National Transport Authority (NTA), in partnership with Bus Éireann and Transport for Ireland (TFI) Local Link Limerick Clare, recently advertised proposals to improve Route 343. This enhancement is part of the Connecting Ireland Rural Mobility Plan, which is a major national public transport initiative developed and funded by the National Transport Authority (NTA) as part of the TFI Network.One of the main proposals is to improve access to the Airport by having a new 24-hour bus service operating between the Airport, Shannon Town & Limerick. 
  • The Shannon MD Office is working with Bunratty Castle and Folk Park to offer assistance and advice in relation to various works required in the vicinity of Bunratty Castle. The bandstand is nearing completion which will act as focal point on the approach road to the entrance of the iconic castle.  Bunratty Castle and Folk Park have recently launched a new visitor initiatives to the park including horse-drawn carriage rides. 

The work of Bunratty Local Development Association was also acknowledged in making Bunratty a very attractive tourist destination. 

  • The Town and Village Renewal Schemes in both Clonlara and Drumgeely have been completed.  These projects have revitalised these 2 areas and have made them even more attractive and vibrant for the local community and visitors.  The MD is in the process of making a submission under the Excellence in Local Government Awards application in respect of one of these.
  • Shannon Town & Environs Flood Relief Scheme– Environmental Impact Assessment Report (EIAR) is due to commence. A further meeting was held with NPWS to discuss the scheme in terms of the airport lagoon, golf club embankments and public walkways. Clare County Council presented amended proposals to address concerns raised by NPWS about particular aspects of the scheme.
  • Special Recognition Awards were recently presented to 12 deserving recipients nominated by the MD Members.  The event honoured and celebrated some outstanding contributions to communities by people who demonstrated leadership, determination, and hard work at local level throughout the Shannon Municipal District area.  A formal Recognition Scroll was presented to the 12 recipients along with a commemorative plaque by Cathaoirleach Donna McGettigan.
  • The inaugural CARO (Climate Action Regional Office) conference was held in Co Clare in April. The conference marked a significant milestone for local government in addressing climate change and enhancing the quality of life for residents. Climate Teams representing all 31 local authorities were present. Minister Eamon Ryans address emphasised the significant part Local Authorities can play in advocating and co ordinating Climate Action across the country.
  • Clare County Council in conjunction with Clare Sports Partnership are carrying out in-person workshops in a number of different locations across the county to support the development of a ‘Local Sports Plan’.  A workshop will be held on 31stMay 2024 in Shannon Leisure Centre from 3.30pm onwards. They would like to hear the public’s thoughts to help in forming this plan, which focuses on improving levels of participation in sport, physical activity and recreation across County Clare.  It would be hugely appreciated if the Members could encourage their constituents to have their say at the workshop.
  • On the behalf of the Shannon MD staff, Mr. Farrell paid tribute to all the Members, both retiring and those seeking re-election, for their hard work and commitment to the communities they served during this term. Best wishes were extended to the Members for the upcoming local election and for the future.    

In response to the above the Members raised the following:

The progression of active travel projects which currently focus on projects in urban areas and the availability of funding was raised. 

Mr. Farrell responded that a submission is made each year under the Active Travel programme.  The concerns of the member in regard to the focus of projects only in urban areas was acknowledged and this in turn has been raised with the National Transport Authority (NTA).  Further engagement on various projects has taken place with the NTA and to ensure there is an even spread throughout the County for both urban and rural.   

The Members welcomed the announcement of the 30 training positions with Atlantic Aviation Group.  

 

Item no. 8:  Roads – update by Tom Mellett, Senior Executive Engineer.

  • Surface dressing program of works for 2024 - The restoration maintenance work was completed during the second week of May.  Line marking to these roads is to be completed next week.
  • Grass cutting continues throughout the MD – the wet weather and poor ground conditions hampered any major cuts up until recently butadditional resources and equipment have been added to get the schedule back on track, including bringing a flail mower into Shannon.
  • Roads crew are working on the drainage programme including Shannon town, Cratloe, Meelick, Sixmilebridge, Clonlara, Westbury, Portdrine, Nemwarket-on-Fergus and Meelick.
  • The footpath capital project has commenced in Shannon town.  Works commenced in Cronan and the contractor is currently working in the Tradaree Court area.
  • The road marking contractor commenced in late April - areas covered included Newmarket on Fergus, Shannon, Parteen, Sixmilebridge, Cratloe and Meelick. Anti-skid surface and new road markings were applied at the area in the vicinity of the Poulawilly bridge on the R462.
  • General maintenance works are ongoing throughout the District such as footpath repair, drainage, road surface repair, installation of new road signage, installation of outdoor exercise equipment in Shannon town.
  • New signage at the bus shelters in Shannon town was completed during April and May.
  • Work started on a new footpath on R462 in Cratloe.  A compacted gravel finish has been applied to the first 250m of this footpath.
  • Road sweeping and litter collection is ongoing throughout the District.
  • A road surfacing contractor has been appointed to the Restoration Improvement contract. Work on these capital projects will begin in late May and will cover areas in Shannon, Sixmilebridge, Parteen and Westbury.
  • A new 170m footpath was installed on the R471, Shannon to Sixmilebridge road in the vicinity of the soccer club and Garda Station running as far Fána Glás.
  • Maintenance work continued at storm pump house no. 3 in Shannon, with the installation of a new perimeter security fence.
  • Meetings have been held with Clare Mela to support their event that will take place in Shannon Town Park on 8thJune. 

In response to the above the Members raised the following:

  • The appointment of a second Senior General Services Supervisor to the District was welcomed.
  • The installation of the bus stop poles in Drumgeely was acknowledged.
  • Drumgeely TVR – issue with crows interfering with the bins, the number of bins in this area has been reduced.  New public lights are installed but not turned on yet.
  • Junction trimming is required on the R471 & R463.
  • In respect of road markings that are being carried out in Shannon Banks, clarification was required if this included the speed bumps. 
  • Verges of footpaths to be cut back.  Some footpaths in Shannon Banks are overgrown and make it difficult for people with mobility issues. 
  • Work on the footpath in Cratloe was commended. 
  • Footpaths in Brickhill and Gallows Hill are closing in and verges need cutting back. 
  • Brickhill housing estate in Cratloe has a number of old lights that need upgrading.
  • An update on the footpath for the Broadford road was requested. 
  • An update on the upgrading of public lights to LEDs was requested. 
  • The ESB to expediate works on ducting in Clonlara.
  • Date for the completion of TVR works in Bunratty including the capping on the wall.

 

Mr. Tom Mellett, Senior Executive Engineer responded:

  • The issue with the bins in Drumgeely has been noted and this will be reviewed.  In respect of the public lighting for this area the Council are currently waiting on the ESB to carry out works to connect the lights.
  • Grass verges to be cut back to improve sight lines – the hedgecutter is currently working on this.
  • The mini roadsweeper will be commencing back next Monday and has the facility to cut back road edges and footpath overgrowth therefore reducing the need for pesticides.  
  • Broadford road footpath – a contractor has been appointed and works will commence in the near future. 
  • Bunratty TVR – the contractor is back on site and a completion date will be confirmed in the coming week. 

In respect of the upgrading of the public lights to LEDs, Mr. Alan Farrell replied that 72% of the total lights in the County have now been completed.  Following comments from the Members in regard to a number of estates in the District that have not had their lights upgraded, Mr. Farrell stated that Shannon MD can be looked at separately and more detail can be provided.

I am calling on Clare County Council to take in charge all of the service roads in the older parts of Shannon Town as it has been brought to my attention that Shannon Development were maintaining these roads up to the transfer of responsibility to Clare County Council in September 2004, it now seems that Clare County Council has stopped maintaining these roads and declared them as private.

Tom Mellett, Senior Executive Engineer, Shannon MD replied as follows:

The roads referred to are commonly described as service roads. Typically, they are not through roads and are used to provide access to the rear of properties. These roads are not Public Roads, under the definition of the Roads Act 1993.  The Council has carried out some maintenance works previously and will consider and assess how they will assist in future.

I am calling on Clare County Council in the interest of health and safety to urgently improve the cycle lanes in and around Shannon Town as the current cycle lanes are piecemeal and are not connected. This hit and miss approach has created a very unsafe situation for cyclists as cycle lanes come to an abrupt end and leaves people on bicycles in a dangerous situation, ideally cycle lanes should not be competing with vehicles and should have continuous circuits.

Tom Mellett, Senior Executive Engineer, Shannon MD replied as follows:

Shannon can be described as a cycling friendly town due to it’s flat gradients and wide pavements. A number of roads have on-road cycle lanes while others have segregated off-road lanes.

This Office has engaged with and promoted projects to ensure connectivity of the cycling infrastructure in Shannon Town, these include the N19 Airport Rd, the Flood Relief Scheme, the Greenway and Active Travel projects. We have also pedestrianised a significant section of the Síi na Mara (Boreen) road to support pedestrian and cycling movements.

The Municipal District has also sponsored a bicycle hire scheme operating in the Town and Industrial Estates. We have used data generated from this to identify appropriate locations for bicycle stands and other supporting infrastructure.

Where cycle lanes end, they should be signed and marked appropriately, this office will carry out checks to ensure this is the case.

This is an ongoing process of improvement and the Office will continue to seek funding opportunities to further enhance the cycling network.

I am calling on Clare County Council to review their work processes and to expedite the carrying out of smaller jobs in communities as the current policy leaves a lot to be desired and does nothing to inspire confidence in the local authority. Public representatives at local level are measured on the amount of actions delivered for their constituents.

Anne Griffin, A/Senior Executive Officer, Shannon MD replied as follows:

Clare County Council through collaboration and ongoing discussion with the elected members, delivers an ambitious programme of works that provide essential services to local communities within the Municipal District.  These works include a range of services such as town and village renewal, active travel, outdoor recreational infrastructure, road maintenance and restoration, climate change initiatives, drainage, public lighting and footpaths, biodiversity, ongoing grass cutting and tree maintenance, as well as the advancement of larger scale infrastructural projects such as flood relief, Local Area Plan, masterplanning, One Shannon Hub project.  Local Councillors play a significant role in shaping communities across the Municipal District and the delivery of works and projects at community level is a vital part of this. There is commitment at both Councillor and Executive level to working with residents and communities that want to work with their local representatives in the Council and deliver solutions within their places. 

As part of the adopted Budget process in 2024, a commitment was given to review the level of outdoor workers at Municipal District level in conjunction with the Council’s Roads and HR Departments, with implementation taking place over the coming months.

The Council is committed to continuing with improvement works and will also continue to expedite works in a timely and efficient manner within the resourcing available and in accordance with the governance structures and procurement practices in place within the local authority.

Following a discussion on this Motion the Members requested that consideration be given to securing an additional outdoor roads crew for the district due to the population of the area. 

Mr. Alan Farrell responded that the Council have been proactive in addressing the points raised and continue to work with the Members in delivering critical and strategic projects/works through the programme of road works schedule, maintenance works and works of a smaller nature.  A review of the level of outdoor staffing numbers is being undertaken with HR and Finance and on how this can be resourced.

That this MD would carry out drainage and resurfacing on the road between the Gullet cross and Gallows Hill, Cratloe as this road has become very badly damaged by surface water.

Works to improve drainage in this area will be carried out.  Maintenance on the road surface has taken place and will continue as needed.

That this MD would carry out drainage and resurfacing of the road between Coolacasey Cross, Sixmilebridge and Cappantymore, Meelick as this road has become very badly damaged due to the clearing of forestry in the area.

Works to address issues on this road will be addressed in collaboration with our colleagues in the Killaloe Municipal District.

That this MD would install traffic control measures i.e traffic lights or mini roundabout at the lower square Sixmilebridge as the volume of traffic has increased drastically in the last number of years and local residents are fearful of a major accident occurring. 

Tom Mellett, Senior Executive Engineer, Shannon MD replied as follows:

Consideration has been given to control measures at this junction.

A quote has been received for a traffic light solution. The next stage will be to commission a Traffic Impact Assessment before embarking on detailed design.

It is likely that substantial changes to parking on Main St and to access and egress from the adjacent carpark will be required.

At present Clare County Council is working towards developing a pedestrian bridge in the centre of Sixmilebridge and this will need to be considered in relation to changes to junction controls.

 

The Members supported this motion and collectively agreed that due to the population growth in Sixmilebridge and the surrounding areas and the volume of traffic at this location, that traffic control measures need to be addressed as a matter of urgency.

 

Mr. Tom Mellett replied that this is currently being looked at and is a priority.  A traffic light solution is being considered and this will be followed by a Traffic Impact Assessment.  The suitability and the functionality of a solution will need to be considered.  Currently there is no timeline but it will be Consultant led.  He added that this is a complex junction and a number of factors will have to be taken into account.    

Mr. Alan Farrell added that the MD will work with the Members and as the technical aspect is progressing the Members will be kept informed.

I am requesting Clare County Council to provide an update on the provision of a Masterplan for Newmarket On Fergus.  This plan will facilitate the delivery of various housing schemes and that sites will become available. 

Joan Tarmey, A/Town Regeneration Officer replied as follows:

Under the Government Town Centre First Initiative, Clare County Council worked in collaboration with Sixmilebridge Town Team to deliver the first Town Centre First Plan.  The  Sixmilebridge Town Centre First Plan was published in June 2023.  The implementation of this plan is a key priority of the Town Centre First policy, and the Town Regeneration Officer (Acting) is working closely with the Town Team, in conjunction with a multi-disciplinary internal team across the Council, to activate key projects within the plan. 

In February, the Department of Rural & Community Development launched a new Town Centre First Suite of Supports involving three measures:

Measure 1 – Town Team Supports to establish and/or develop Town Teams and to better understand the unique features of towns for three towns.

Measure 2 – Funding for a second Town Centre First Plan for one town.

Measure 3 – two Project Development Measures to designed to bring projects to shovel-ready status so that there is a pipeline of projects well-positioned to apply for funding schemes to deliver projects on the ground.

 On 28 February 2024, Minister Humphreys from the Department of Rural & Community Development (DRCD) announced that Kilrush town will be the next town to benefit from funding to develop a Masterplan.  DRCD has provided a contribution towards development of this plan, and preparatory work is underway.

 On 17 May 2024, DRCD announced three towns to be supported under Measure 1 (establishment of Town Teams) as: Tulla, Lisdoonvarna and Clarecastle.  Work will now commence with these towns.

Announcement of Measure 3 - Project Development Measures is awaited from DRCD.

Whilst, Newmarket on Fergus has not benefited from funding for a Masterplan in 2024, there may well be an opportunity in the future for development of a Masterplan since it is strategically located town proximate to Shannon, Ennis, Limerick and Galway via M18 and has significant growth potential.  A Town Centre First Plan would indeed support this growth into the future.  Within the Shannon MD, Newmarket on Fergus may be prioritised as a key town as the next recommended location for master-planning within its functional area.

The Town Centre First Department will continue to provide advice/support to groups in relation to the Town Centre First Policy in collaboration with Rural & Community Development Officers. 

Cllr. McMahon expressed disappointment that Newmarket On Fergus is not currently being considered for funding for a Masterplan given the growing population of the village and surrounding areas, its strategic location and how such a plan would facilitate the social and economic development of Newmarket On Fergus.  He further added that a Town Plan was done 3 to 4 years ago and this could form the basis of a Masterplan for Newmarket On Fergus. 

This Motion received the full support of all the Members and all agreed that the MD should work with the local community group to progress this as community groups have been instrumental in other areas in achieving this.

Mr. Alan Farrell added that the MD will work closely with the Members and the community group in progessing a Masterplan for Newmarket On Fergus.  A cross directorate approach on how to fund and advance same.

That traffic bollards be put in place at the junction of Lough Ash Road to facilitate sight lines for road users going towards Newmarket On Fergus/ Shannon/ Limerick.

Improvements to the road markings have been carried out at this location. It is the intention of this Office to install bollards to reinforce these measures and improve sightlines. The bollards arrived in our Depot this week and we will install them in the near future.

I am requesting Clare County Council repair the footpaths in the centre of Newmarket On Fergus Village. 

Tom Mellett, Senior Executive Engineer, Shannon MD replied as follows:

As part of the Outdoor Recreation Infrastructure Scheme works in 2023, a substantial area of footpaths in Newmarket were upgraded. These works did not include the very centre of the town. 

This the Office will be assessing footpaths in this area for inclusion in a maintenance contract for Autumn.

We have footpath upgrades in Kilnasoolagh Park in the current footpath contract and expect these works to be completed for the end of June.

I am requesting that Clare County Council would provide this MD with C.C.T.V cameras and to place these cameras strategically in a place well known locally as a fly-tipping black spot on the Cratloe/Meelick Hills.

Brendan Flynn, Senior Executive Engineer, Department of Physical Development (Environment) replied as follows:

The Waste Management Act, 1996 as amended by the Circular Economy and Miscellaneous Provisions Act, 2022 identifies the role and functions of Local Authorities in protecting the environment and human health by preventing or reducing the adverse impacts of the generation and management of waste. Under section 14A of the Act of 1996 Local Authorities may operate CCTV Schemes for the purposes of deterring environmental pollution and facilitating the deterrence, prevention, detection, and prosecution of offences under the Act of 1996.

The statutory Code of Practice for the “Operation of CCTV for the Purposes of Prevention, Detection & Prosecution of Waste Offences” that was prepared by the Local Government Management Association (LGMA) which was recently published, aims to cover the required criteria for appropriate use of CCTV systems.

The statutory code sets out guidance on the necessity, proportionality of use, standard operating procedures, data impact assessment requirements and proposed business case submission before CCTV use can be determined.

However, there are some key points to note from the Code.

  • The Local Authority must firstly establish an Oversight Board.
  • In addition, the Local Authority must consider less intrusive measures to deter, prevent, detect, and prosecute offences under the Act of 1996.
  • If a Local Authority can reasonably achieve the purpose by some other less intrusive means, the processing shall not be considered lawful.
  • Standard Operating Procedures must be developed locally by the relevant Local Authority.
  • Local Authorities are required to engage in appropriate consultation with the public, as part of the Local Data Protection Impact Assessments (DPIA) process
  • Local DPIAs must be undertaken in advance of a CCTV proposal being submitted to the Oversight Board and well before any procurement or installation.
  • Each Local Authority operating CCTV shall provide all passers-by with sufficient and adequate notice by way of placing appropriate signage outside the boundary of the line of sight of cameras operating in relation to an Approved CCTV Scheme prior to entering or coming into contact with any Local Authority CCTV operations.
  • Use of CCTV for Waste Management offences is a temporary measure and cannot be not used for general patrol/surveillance.

If approved for use in a particular location the Council will be required to tender for a CCTV service/system provider.

The Council will continue to review the use of CCTV for the purposes of Prevention, Detection and Prosecution of Waste Offences.

All the Members supported this Motion, stating the financial burden to Local Authorities in removing illegal dumping, insufficient penalties and the complexity involved in bringing cases to court.  This is a national issue and the Government needs to be proactive in this area with the introduction of more stringent legislation.

The Office will be assessing the footpaths in this area for inclusion in a footpath maintenance contract in the Autumn.

Other paths in Annavilla Grove have been included in the current maintenance contract.

I am calling on this MD to look at and liaise with the residents of Fergus Road and Drumgeely area of Shannon in relation to the following: (i) on street parking (ii) making the road wider, (iii) a one-way system.  When these houses were built in the 1960s there was no provision for the number of cars that each household would now have.

A speed survey has been carried out in this area. The results show, the average speed is 35kph in a 30kph zone. This Office will now proceed to design a Traffic Management Scheme; public consultation will form part of this process.

Currently there is no budget allocated, however once the scale of works is determined the Municipal District Office will endeavour to identify a suitable funding stream.

This is a long-standing water feature in the Ballycasey Park, Shannon. It has been successfully re-establishing itself following the completion of the Active Travel works in 2023.

It is the intention of this office to work with St. Aidan’s N.S. to introduce another Coill Beag project in the vicinity of this water feature and we will assess the appropriate intervention required as part of that project.

I can confirm that the Roadsweeper will be operational from 27th May.  The Roadsweeper provides an invaluable service in maintaining our streets and public spaces. It has also allowed the Office to reduce the volume of chemical pesticides used to control weeds.

That this MD put a programme in place to clear blocked road gullies and carry out pipe jetting where necessary, as, due to excessive rainfall many road gullies are filling up with silt.

The office is acutely aware of the issues being caused by increased rainfall over the last number of years. To mitigate this, we carry out planned maintenance on our gullies and manholes in early winter each year. This includes clearing gullies and jetting mains.

In addition to this we clear blockages as required.

As a matter of safety, I am asking that a pedestrian crossing would be erected on the link road at the entrance to Beechwood Grove housing estate to the footpath adjacent to the primary school. This is a very busy road with many children using this road to go to and from school as well as other childcare facilities in the area and the general public.

An assessment will be required and the location will be submitted for a future Low Cost Safety Scheme.

In acknowledgement of the great work done in the upgrading of the footpaths, installation of pedestrian crossing and colourful safety bollards around Clonmoney National School, I would ask that this upgrade be continued to include the carpark outside the Wells church and that this carpark would be lined for churchgoers and the wider community.

A land registry check of this location shows that the carpark is in private ownership. The public road stretches 100m from the school junction and is described as terminating at the Wells Church.

Cllr. Crowe requested if contact could be made with the owner of the carpark and also if the Council could consider lining the carpark. 

Tom Mellett added that he would make contact with the landowner but advised of the restrictions in place in spending public money.

I ask, as a matter of safety that all roads leading into Sixmilebridge, Cratloe and Newmarket be subject to traffic calming measures. I would like that to include the installation of speed bumps and speed warning signs. The speed of traffic coming into these areas of high population is a danger to the community and these measures will help to avoid a serious or tragic accident from occurring. 

Tom Mellett, Senior Executive Engineer, Shannon MD replied as follows:

Traffic Calming measures have been designed and the materials required have been ordered, for the approach roads to Sixmilebridge. This will include improved road markings, signage and anti-skid surfacing.

Existing measures in Newmarket-on-Fergus include a tabletop ramp at the national school, 2 no. at the Community Hall, a driver feedback sign is in place on the Shannon Rd approach. We have also commenced a footpath improvement on the approach to the Petrol Station, which will introduce kerbs at the road edge and better define it.

In Cratloe Traffic Calming has commenced at Poulawillin Bridge, we also have plans to introduce traffic calming at the junction of the Gallows Hill Rd. A tabletop ramp was introduced between the National School and Church in 2023.

The Members supported this Motion and discussed various measure, including speed bumps, rumble strips, driver feedback signs and Gardai enforcement, as a deterrent. 

 

Item no. 31:  AOB

  • Cllr. Michael Begley – Clonlara village kerb area protecting storm gully.  The cone that is in it at present should be replaced with a “keep right arrow”.
  • Cllr. PJ Ryan – Gallows Road – traffic calming measures coming into place.
  • Mr. Alan Farrell paid tribute to the Members for their work and commitment to the district during their tenure as Elected Members of the MD and wished the Members seeking re-election and those retiring best wishes for the future.  

At this stage of the meeting a commemorative plaque was presented to the retiring Councillors, Pat McMahon and Gerard Flynn, acknowledging their dedication to public service.

Both Cllr. Flynn and Cllr. McMahon thanked their fellow Councillors and the staff of the MD for the presentation and support over the years. The media were also thanked for their coverage of meetings. 

Well wishes to both Councillors were expressed by the members and staff. 

  • Cathaoirleach Donna McGettigan thanked the members and staff for their support and guidance during her tenure as Cathaoirleach within the last year.
  • The date for the AGM was agreed for Tuesday 25thJune.
