Item no. 4:  Disposal of small area of land to the rear of No. 1 Dun an Óir, Shannon, Co. Clare.

Cllr. Tony Mulcahy declared a conflict of interest and he left the meeting room for this agenda item.    

The disposal of an area of land to the rear of No. 1 Dun an Óir, Shannon was proposed by Cllr. John Crowe seconded by Cllr. David Griffin and agreed by all.

Cllr. Tony Mulcahy returned to the meeting room following this item. 

 

Item no. 5:  Section 38 of the Roads Act 1994 - Proposed Low-Cost Safety Scheme on the L3300 Bóhar Luachra, at the junction with the L3306 Tullyvarraga Road and L3301 Slí an tSionnaigh Ballycasey More, Shannon, Co. Clare.

Cllr. Tony Mulcahy stated following a tragic accident at this location and consultation with the Coady/Coleman families that in addition to the proposed traffic calming measures that Driver Feedback signage would be provided.  Funding for this would be provided from the General Municipal Allocation of Councillors Tony Mulcahy, Pat O’Gorman, David Griffin and John Crowe.  Cllr. Mulcahy added that these traffic calming measures had also been strongly supported by Deputy Donna McGettigan during her tenure as Councillor of the Shannon MD.

Item no. 11:  Shannon MD Grant Schemes 2025.   

Cathaoirleach Pat O’Gorman stated that a total of €42,000 had been allocated to 36 Community Groups within the MD under the Shannon MD Grant Schemes. This was proposed by Cllr. John Crowe, seconded by Cllr. Michael Begley and agreed by all.

 

Item no. 12:  Directors’ Business – Presented by Mr. Alan Farrell, Director of Services.

N19 Update

Further engagement with the main project stakeholders and the design team continue to work towards the finalisation of the statutory documentation required as part of the proposed planning application for submission to An Bord Pleanála in mid-2025. Positive discussions continue regarding the necessary Land Transfer Agreements between The Minister for Transport, The Shannon Group and Clare County Council.

Shannon Town and Environs Flood Relief Scheme

Later this month, the Project Team will present the main findings of the Options Report to OPW senior management as part of the Public Spending Code Approval Process. The MAC (Marine Area Consent) application is still under review by MARA (Maritime Area Regulatory Authority). The Arborist survey is scheduled to be completed. Comments and observations on the Options Report have been returned to the consultant.

Meeting with Shannon Community Centre Board Members

A meeting was held between Shannon Municipal District staff and the Board of Shannon Community Centre. Multiple community groups have requested community space from the Shannon Municipal District. The basis of the meeting, therefore, is to work in partnership to build the service capacity of the Shannon Community Centre. Shannon Municipal District is also working closely with Shannon Community Partnership to survey the needs of the elderly within Shannon Town.

Presentation to the Assistant Secretary General, Dept of Justice

Limerick City and County Council invited Suzie Clifford, Senior Executive Officer to present an economic business case to the Assistant Secretary General, (Mr John O’Callaghan) of the Department of Justice. The business case was written by Repucon in collaboration with Suzie and Andrew O’Byrne, Principal & Manager of the School Equine Programme in Limerick. The business case was commissioned by a multi-agency steering group (LC & CC, University of Limerick, Department of Agriculture, Food and the Marine, Department of Justice, Limerick Clare Education and Training Board, RACE). This steering group is chaired by Pat Keogh, former Chief Executive of the Curragh Racecourse. The business case seeks capital and operational funding for an employment, education and therapeutic equine facility for the Midwest Region.

Shannon Chamber’s Networking Loop Walk

On the 30th of April, the Shannon Chamber hosted a lunchtime walk along the Loop in Shannon. The walk gave participants the opportunity to network and build connections as they explored the stunning views and experienced the natural beauty of the hidden Shannon. The Loop Walk is a huge asset to Clare, and it has a lot to offer such as breathtaking views, tranquil surroundings, and a place to unwind amidst nature.

Business Innovation- Bringing Information Technology to our Municipal District Crews

The Shannon Municipal District in coordination with Clare County Council’s IT Department, has developed an ArcGIS digital system. The system digitally displays the location of water and gas networks via staff tablets. This project has been nominated for a Chambers Ireland Excellence in Local Government Award.

 

In response the Members raised the following: 

  • Business owners in Shannon, particularly Smithstown Industrial Est looking to expand their premises and acquire additional land from Shannon Commerical Properties at a significant cost.  The possibility of acquiring this land at a reasonable cost to encourage and promote the economic growth of the area was highlighted. 
  • Alan Farrell responded that this is a matter for Shannon Commerical Properties but if the Members wish to share any specifics this can be looked at for discussion with Shannon Group.

In addition, the members highlighted that accommodation and childcare for employees should also be looked at and the conversation with Shannon Group should be widened to include these issues.

The development of land owned by Clare County Council in Shannon for housing considering the progression of the Shannon Town and Environs Flood Relief Scheme and historically where flooding has not taken place on these lands. 

Mr. Alan Farrell stated that the need and focus of the provision of housing in Shannon is being considered.  There is a process involved but options are being looked at and due consideration will be given to it.  

 

Item no. 13:  Roads – update by Tom Mellett, Senior Executive Engineer

  • General road maintenance works throughout the MD.
  • Surface dressing works in Feenagh Sixmilebridge, Clonlara Road Sixmilebridge, Clonlara and Cappavilla Springfield were all completed in the last week of April due to the extremely good weather.
  • Works started in mid-May with the installation of a new sections of footpaths in Hurlers Cross Shannon, in the vicinity of the old Post Office in Ardnacrusha and in Parteen.
  • Works started in mid-May on the installation of a new footpath trail in Tullyglass Hills Shannon
  • Emergency works to the storm water pump in Pump House 3 Drumgeely Shannon continued, with the reconditioned pump number 1 installed and was operational by mid-May.
  • Drainage tank cleaning works to Storm water Pump House 6 were carried out in late May
  • Hedgecutting contractor commenced in Shannon and will be rolled out to the rest of the MD in the coming weeks.
  • Grass maintenance work in the MD is ongoing.

 

In response to the above the Members raised the following:

Can the Engineer outline our plan of how are we going to deal with the grass cutting, management of weeds , strimming etc in Shannon . We are now very much in the growing season and it certainly hasn’t started very well . 

Tom Mellett, Senior Executive Engineer, Shannon Municipal District replied as follows:

The Shannon Municipal District Office maintains a regular communication with the grass cutting contractor to ensure a high standard of cutting throughout the Municipal District. Where we are aware of those standards not being met, we engage with the contractor and work with them to remedy and improve the service.

In recent weeks we have seen a significant growth rate and have arranged for this to be dealt with through the contractor and by utilising our own resources.

A quote for a non-pesticide weed treatment has been received and is currently being assessed. If deemed appropriate we will trial the method during the Summer.

We will continue to engage with the members and the public to contact us where they feel improvements can be made.

 

In addition to this motion the Members also requested if the non-pesticide weedkiller will be rolled out throughout the MD, a request for notification of when the roadsweeper will be working in the different locations in the MD in order that arrangements can be made to have areas ready for the roadsweeper, that junctions and roundabouts to be cut back to ensure adequate visibility at these locations.  

Tom Mellett responded that the growth rate has been significant in recent weeks, that the recent cut resembled the first cut of the year and it took until the second cut was carried out to tidy up, which was carried out the week before last and this was reflected in a reduction in complaints to the office.   The staff are dealing with the contractor daily and where there are deficiencies they are being addressed.  The strimming at the base of poles which was scheduled for the end of June, but due to the growth rate, it is being brought forward and will commence in the coming days. 

In regard to the non-pesticide weed treatment a trial of 4km of roadway in Shannon will be carried out in the coming days before it can be considered for other areas in the MD.  The roadsweeper, which has various mechanical attachments, is also used to remove weeds. 

Mr. Mellett also requested that where people have concerns regarding the grasscutting that contact should be made with the MD office in order for this to be recorded and dealt with.   Complaints are not at the level they were a number of years ago and the grass cutting contract is awarded following a tender process based on a number of factors including cost, environmental performance, capacity to do the works and quality of previous works.  While the current contract price is lower than previous years it has enabled the trial of the non-pesticide weedkiller, which is an expensive treatment but it is being brought in on a trial basis and combined with the mechanical treatment of the roadsweeper it should be very effective. 

The Members also requested an update on the funding and treatment of Hogweed particularly in Clonlara, Westbury, Shannon Banks and Ardnacrusha.  Mr. Mellett replied that the contractor is on the ground and this is being covered by the MD’s own resources budget as grant funding is currently not available.  The focus is on treatment at source to prevent it from spreading.

Mr. Mellett stated that notification of the location of the roadsweeper will be looked at.

Identify a potential site and develop plans for a playground in Clonlara, provided proper engagement with residents takes place. 

Suzie Clifford, Senior Executive Officer, Shannon Municipal District replied as follows:

Shannon Municipal District and our Rural and Community Development Officer, supports groups to advance community playgrounds. Where a clear need for a playground has been identified, our Community Development Officer will work with a local community group to manage the project and establish a suitable site. Funding streams such as the Community Recognition Fund, CLAG’s and the CLÁR scheme, are available to support community groups seeking to develop or upgrade Community playgrounds.

 

Cllr. Begley stated that a new development is proposed and due to go to planning in the next couple of months. The developer has proposed to provide ground to develop a playground free of charge.  However, the difficulty is in getting a group to take on the development and running of the playground and a source of funding will need to be identified.

Install a pedestrian crossing near the entrance of Shannonbanks to allow pedestrians walking from Westbury Shopping Centre and Applegreen to cross safely at the busy junction.

There is a controlled pedestrian crossing point at the Applegreen service station.

In order to create a secondary crossing point on the Shannonbanks road we would need to take this into consideration. An assessment of the location is likely to indicate that narrowing the junction width and tightening the junction radius to make turning movements more difficult for drivers, will improve pedestrian safety.

To achieve this a design will be required, a request for a design will be forwarded to our Road Design Team.

Seek engagement with residents with regards to the speed ramps in the Paddocks, Westbury, with a view to replacing the existing ramps with ones that are more suitable for the residents.

Traffic Calming works were introduced in Westbury following representations from residents in the Paddocks. These representations were focused on the risk to children due to speeding cars. This Office carried out a Traffic Survey and prepared a design for Traffic Calming.

A S38 of the Roads Traffic Act process was completed and approved by the members at the March 2023 M.D. meeting. This allowed for public submissions on the Traffic Calming measures that were subsequently introduced in Westbury.

 

Cllr. Hartigan stated that complaints are still coming regarding the speed ramps. 

Mr. Tom Mellett outlined that the area serves the local GAA grounds and a residential area and due to the access to properties along this route, a wider ramp could not be facilitated.  The appropriate measures were installed following a design process however feedback will be considered, any changes in the area will be looked at and a meeting can be arranged with the local residents.

That Clare County Council carry out drainage works at Ballinoosky/Urlanmore, Newmarket on Fergus as the area is prone to flash flooding in severe weather events.

Drainage works have been carried out at individual properties in Urlanmore during 2023.  There is an existing drainage system serving the area and this will be inspected to ensure its capacity is maintained.

The laneways to the rear of Kilnasoolagh park include public roads and pedestrian accessways. A case for funding is being prepared and the outcome of this will determine the level of response possible.

The square area is under consideration through the Town and Village Renewal Project currently being designed by Clare County Council. This will likely involve a significant improvement to the public realm at this location.

The section of footpath leading to the graveyard will be assessed separately for the 2026 footpath upgrade programme.

To ask the Engineer if we can put in place a new pedestrian crossing from Aidan Park/ The Cottage to The Oakwood side of the road continuing a footpath and lighting to Radharc Doire Estate, Shannon.

Clare County Council had included a clause in the planning approval for the Radharc Na Doire estate allowing for a contribution from the developer towards an upgrade to the junction at the Oakwood/Circle K junction. This included provision of a footpath towards Radharc Na Doire. This condition was not included following an appeal to An Bord Planála.

This Office will nominate the location for a Low-Cost Safety project in 2026.

Clare County Council has engaged with the National Transport Authority in relation to an upgrade near the Smithstown junction in support of planned improved Bus Infrastructure, this includes the provision of a Pedestrian Crossing.

We are awaiting a design proposal and I will advise the members of the outcome once known.

Should this discussion not prove satisfactory the location will be included for assessment as a Low-Cost Safety Scheme for 2026.

Ask Shannon MD to arrange for areas in the MD where people can bring their grass cuttings. There is still a great deal of dumping of grass all over the MD and this leads to many problems. 

Brendan Flynn, Senior Executive Engineer, Department of Physical Development (Environment) replied as follows:

We appreciate your interest in promoting sustainable waste management and community-led environmental initiatives, the Environment Section has carefully considered the proposal and does not believe such a facility would be appropriate for open space areas in Shannon at this time.

Our concerns include the potential for illegal dumping, the attraction of vermin, and the risk of long-term management issues. Furthermore, as the proposed locations would not be under the direct control of the Council, obtaining the necessary Certificate of Registration from the Environmental Protection Agency (EPA) would present significant challenges. The EPA requires strict oversight and regulatory compliance for such operations, which is not feasible without full council control of the sites.

We would instead encourage residents to make use of the existing green waste disposal services at the Shannon Civic Amenity Site. This facility is fully authorised by the EPA to accept green waste and provides a regulated and secure environment for composting and recycling activities.

Cllr. Ryan asked if signs could be erected stating “no grass dumping”.

Mr. Mellett stated this can be raised with the Environment Section but highlighted that education in this area is key.

Clare County Council is currently exploring options for the improvement of this infrastructure. This would include road alterations and provision of new footpaths.

Ask Shannon MD to install tabletop speed reduction facilities in the main thoroughfare at Clonard in Westbury and at the roundabout between Intel and Collins Aerospace.

Through a Section 38 of the Roads Traffic Act 1994 process this Office introduced raised cushions in in Riverdale as you approach the Clonard Rd junction. The junction with the Clonard Rd was also tightened. We also have designed a tabletop Pedestrian Crossing adjacent to 58 Fernleigh on the Clonard Rd. It is our intention to complete this work in 2025 subject to available resources.

The road between Intel Roundabout and Collins Engineering is not a public road. This matter can be referred to Shannon Commercial Properties.

I ask that Clare County Council would liaise with Uisce Eireann as a matter of urgency to request the water main that delivers water to Cratloe from the treatment facility be replaced as it is not fit for purpose. As this issue is leaving hundreds of houses and businesses without water on a regular basis.

This matter has been referred to Uisce Éireann for a response.

 

Cllr. O’Gorman highlighted that there has been a number of outages in recent weeks that has impacted various sectors including, residential, commercial and agricultural sectors.  A letter to be issued to Uisce Éireann to highlight this and the possibility of organising a meeting to discuss same.

I request that this MD would look at providing traffic calming measures such as speed ramps on the stretch of road from Craughaun Cemetery to the turn off for Setrights/Cratloe as this road is within the speed limit and the main access to Limerick City.

The Weir gate at the Battlement at Fredricks Square has to be replaced as a matter of urgency. They are incapable of controlling the flow of water downstream. The gates have not been replaced in over 50 years and now is the time considering the good work that has already been done on the bridge and the river downstream.

I am requesting that a raised traffic calming measure be added to the pedestrian crossing at Glessons bar & traffic calming measures introduced on the approach roads i.e Kilkishen & Broadford roads due to the increased volume of traffic & volume of pedestrians now using the surrounding footpaths & walkways.

Further Traffic Calming measures are proposed for later this year on the approach roads to Sixmilebridge.

The Pedestrian Crossing at Gleesons Bar will be considered as part of a proposed Public Realm upgrade.

That traffic calming be installed on the approaches to the bend at the entrance to Clonlara Equestrian Centre on the R463, Oakfield, Clonlara.

An Assessment of this area, including a Traffic Survey, will be conducted. The outcome of this assessment will advise the Office on the most appropriate measures required.

That a design for improved sight lines at the junction of the L-3058 & L-7048, Mountcathrine, Clonlara be progressed to allow urgent re-alignment of this dangerous junction.

This Office will raise the issue with our Road Design Office with the view to commencing a design process subject to funding.

 

Item no. 35:  AOB

  • It was agreed that the Shannon Gardai be invited to a meeting of the Shannon MD to discuss a number of issues.  Councillors to compile a list of topics for discussion with the Gardai. 
  • Date for AGM – 20th June for the Shannon MD AGM was proposed by Cllr. Pat O’Gorman, seconded by Cllr. John Crowe and agreed by all.
  • Mela event takes place on Monday 2nd June in Shannon Town Park – the event is organised by Fidget Feet combined with Shannon Community Partnership a day of Children’s Activities, Music, Dance and Aerial funded by Clare County Council, Creative Places and the Arts Council of Ireland.
  • Wood sculptures carved from trees in Shannon Town Park have now been completed.  This was funded through the GMA.

 

Cllr. Pat O’Gorman thanked his fellow Councillors and the staff of the MD for their support and assistance during his tenure as Cathaoirleach of the Shannon MD over the last 12 months.
