Minutes AGM 2024 Meeting West Clare Municipal District

Cllr Lynch began the meeting by welcoming new Councillors Bill Slattery, Michael Shannon and Dinny Gould and said he looked forward to working with them for the betterment of the MD.   He also acknowledged the valuable contribution made by outgoing Councillors, Bill Chambers, PJ Kelly, Cillian Murphy and Liam Grant.

Cllr Lynch thanked the Members and the Executive for their help and support during his term as Cathaoirleach.  In response, the Members individually paid tributes to the outgoing Cathaoirleach. Cllr Lynch also thanked the Press for their contribution to reporting on the MD meetings.

Item 1: Election of Cathaoirleach for 12 months

 Cllr. Joe Killen proposed Cllr. Rita McInerney for position as Cathaoirleach.  This was seconded by Cllr. Michael Shannon

Cllr. McInerney took the Chair.  She thanked the Members for their nomination and said she looked forward to a good working relationship with them and the Executive during the next 12 months. 

Item 2: Election of Leas Cathaoirleach for 12 months

 Cllr. Joe Garrihy proposed Cllr. Bill Slattery for the position of Leas Cathaoirleach.  This was seconded by Cllr. Joe Kileen.

 

Item 3 : Approval for payment of allowance to Cathaoirleach of Municipal District

 Proposed by Cllr. Ian Lynch and seconded by Cllr. Joe Garrihy

Item 4: Nomination of one representative to Kilrush Tidy Towns Committee and two representatives to Management Committee of Active Kilrush as well as nomination of representatives to any other Boards/Committees required

 Cllr. Joe Garrihy proposed Cllr. Ian Lynch as the representative to Kilrush Tidy Towns Committee.  This was seconded by Cllr. Michael Shannon.

Cllr.  Joe Garrihy proposed Cllr. Rita McInerney as a representative to the Management Committee of Active Kilrush.  This was seconded by Cllr. Bill Slattery.

Cllr. Michael Shannon proposed Cllr. Ian Lynch as a representative to the Management Committee of Active Kilrush.  This was seconded by Cllr. Joe Garrihy.

Cllr. Ian Lynch proposed Cllr. Gabriel Keating as a representative to the Working Group for Our Rural Future (formally Working Group for the Action Plan for Rural Ireland).    This was seconded by Cllr. Dinny Gould.

Cllr. Michael Shannon proposed Cllr. Joe Garrihy as a representative to the Working Group for Our Rural Future (formally Woking Group for the Action Plan for Rural Ireland).  This was seconded by Cllr. Ian Lynch 

It was agreed that a further discussion is to take place with regard to the nomination of representatives to the Working Group for Our Rural Future (formally Working Group for the Action Plan for Rural Ireland) at the September meeting.

Item 5: Fix Date of next Meeting and agreed Schedule of Meetings

 Tuesday 16th July, 2024 at 3pm

Tuesday 17th September, 2024 at 3pm

West Clare MD GMA Budgetary Meeting circa 14th November, 2024

Tuesday 19th November, 2024 at 3pm

Tuesday 21st January, 2025 at 3pm

Tuesday 18th March, 2025 at 3pm

Tuesday 20th May, 2025 at 3pm

AGM circa 27th June, 2025

 

Item 6: Any Other Business

 The members recommended that the MD consider preparing an Area Plan.

Cllr. Ian Lynch suggested that Michael McNamara MEP be invited to the next meeting of the MD on the 16th July. 

All agreed that  additional funding be sourced to carry out hedge cutting  at junctions and cycle lanes  where there is an issue with overgrowth and high grass margins.

The Members requested an urgent meeting with the operational team at  Uisce Eireann to discuss water outages in the Mullagh, Miltown Malbay & Spanish Point area who have experienced frequent water outages in the past few weeks.

Cllr. McInerney noted that a petition had been handed in to the Town Hall for the attention of the Members and it was agreed that this would be followed up on by the Executive.
