I call on West Clare MD to provide local support for the summer holiday season for Quilty and Mullagh Villages, Seafield Pier and local beaches i.e. extra bins and sweep ups. Our Tourists are entitled to clean and tidy public areas in our local communities.

West Clare MD currently provides serviced public bins at Quilty & Mullagh villages and at Seafield Pier & green coast beach. In addition, Clare County Council road sweeper visits Quilty & Mullagh villages on a regular basis.
Additional service provision will require additional resources. At present the West Clare MD assigns –
- 2 Kilkee Town operatives
- 2 Kilrush Town operatives
- 4 temporary or seasonal Beach Operatives
- to beach duties during the summer season.
Our colleagues in the Environment Section assign lifeguards to our beaches and a seasonal operative to the beach in Doonbeg, White Strand. In addition, a Community Warden & Traffic / Litter warden are assigned to our beaches for the season.
Cllr Shannon said it was important that we have our villages looking their best for the tourist season. He complimented the work undertaken by the Staff of MD in ensuring the success of the Willie Clancy Festival in Miltown Malbay.

Ask the local MD that the old Workhouse Hill Crovraghan estate (13 houses) Ennis Road in Kildysart be included in the next allocation of funding dedicated to legacy local authority estates expected in late summer ‘24. Footpaths, kerbing and streets layout needs updating.

Crovraghan, Kiladysart is typical of many housing developments in West Clare. Developments are perhaps 50 years old or more and the road surface is relatively poor in places. Road reconstruction is required to restore the road surface to its original condition, and this can only be done using a bituminous pavement overlay (Surface dressing isn’t an option in housing developments due to loose chippings). Overlays are expensive and the West Clare MD does not have the funds in its annual roadworks programme to carry out pavement overlays in these - and many other – housing developments.
However West Clare Municipal District received Public Realm funding for works in existing council estates administered through the Social Directorate whereby the funding was used to resurface a section of the roadway at Marian Estate, Kilkee and we have been advised that a similar allocation will be made available for this year. There will be a lot of calls on any funding received as there are many Clare County Council housing developments in need of this type of work so will be allocated on a priority basis.
Cllr. Shannon welcomed the response and a discussion was had with regard to the need of having a separate budget to upgrade and maintain all housing estates in the County.

Request that a Section 38 process commence to provide for Traffic Calming measures at Kilcornan Road (Council Houses) & at Lower Ardnaculla (between Cuirt Merriman & Ardnaculla Council Houses). Installation of Speed ramps are required in both locations with speeding traffic through residential areas with young children at play.

This office will commence the process as requested. We will carry out initial speed surveys and record driving patterns before liaising with our colleagues in Road Design to determine the appropriate solutions.
A number of Cllrs. supported this motion and agreed that safety road measures should be put in place in estates in the interest of public safety.

We call on Clare Council to make a presentation on preparedness for the Summer Tourist Season including information on the Tourist Traffic Ambasadors throughout North and West Clare.

As part of the North Clare Integrated Transport & Traffic Plan the Ennistymon MD office and Clare Tourism Development DAC have been very active in recruiting & putting in place Tourism Traffic Ambassadors to direct traffic at identified heavily trafficked junctions/intersections, as well as to play a crucial role in promoting our tourist destinations and enhancing visitor experiences . These junctions/intersections have historically caused difficulties with large tourist traffic volumes being guided by Navigational systems to use unsuitable local roads. 6 such Ambassadors commenced on location on Monday 8th July last and very quickly they have gathered valuable data which shows very significant numbers of tourist traffic were being directed to use unsuitable local roads to reach their destination. Interviews have been held to recruit more such Ambassadors & it is proposed to appoint a further 3 within the next week. The post are operational on a seven days a week basis according to a monthly roster published in advance with extended hours at certain times according to seasonal and business requirements. The Ambassadors are employed on a part-time seasonal basis. In other measures to deal with the Summer Tourist season a total of 12 no. Beach Operatives are being employed in North Clare during the 2024 season, focusing on the upkeep of facilities and welcoming visitors to Spanish Point, White Strand (Miltown Malbay), Lahinch, Doolin and Fanore. Each Beach Operative is working in conjunction with existing Clare County Council staff to ensure our facilities are maintained to a high standard. On rotation, a total of 8 no. staff from our roads crews are deployed full time, seven days a week, to beach maintenance, provision of toilet facilities and litter control during the season to emphasise the prioritisation that we place on effective beach maintenance. As part of the Doolin Pier Bye Laws 2017 a Harbour Master is required when ferries are in operation. 2 No. Harbour Masters are engaged to provide this service 7 days a week between March and October inclusive.

We call on Clare County Council to provide an update on progress to date on negotiations between the Council, Clare Local Development Company and landowners at the Cliffs of Moher Cliff Walk.

Cliffs of Moher Coastal Walk Management Plan
In September 2023, an oversight group comprising Clare County Council, Clare Local Development Company (CLDC), Fáilte Ireland, and the Department of Rural and Community Development, determined that a Management Plan for the Cliffs of Moher Coastal Walk was much needed to set out how the trail will be managed, protected, and maintained in the future.
In January, Tobin Consulting Engineers were appointed to prepare a management plan for the operation, maintenance, investment, marketing including financial modelling and visitor management for the Cliffs of Moher Coastal Walk with the input and involvement of landowners and other stakeholders.
Tobins have completed numerous stakeholder and public consultations with local community groups, farmers, IFA, local businesses. All landowners currently participating on the coastal walk as part of the Government Walks Scheme were invited to a one to one in person meeting at the Falls hotel on April 8th with Pat Mellon and Brian O’Connell of Tobins. This was an independent meeting for each landowner to meet and discuss issues, improvements and provide feedback to the future of the walk. They are also conducting desktop research to determine national & international comparisons. They have conducted numerous intercept surveys. The key focus for Tobin is to complete financial modelling and proposals for landowner agreements, transport and parking.
ORIS Projects:
Additionally, following a successful application to the Department of Rural and Community Development, the Cliffs of Moher Coastal Walk has recently received further investment of €500K with successful outdoor recreation funding announced by Minister Heather Humphries.
The project follows the route of the existing coastal path and focuses on two sections. The first section is approximately 1300m from Hags Head towards the Cliffs of Moher Centre. The second section is approximately 1800m from Lough towards Doolin. Both sections require repair and upgrade of the gravel walkway along with additional fencing, berming and straightening of the existing limestone flag guarding.
This project will be carried out by Clare County Council on behalf of the Cliffs of Moher Experience with the support of the landowners in the area and Clare Local Development Company.
The upgrading of the sections of the Cliffs of Moher Coastal Walk is vital to ensure the safety of all hikers on the coastal walk and will assist the less experienced hikers and less agile casual walkers from Hags Head to the Cliffs of Moher Experience and on to Doolin.
Clare County Councils General Design Office have been engaging with landowners in relation to this element of the project and setting out the proposals for agreement. Works are continuing in relation to surveys and landowner engagement.
The Members acknowledged the good will and support from landowners so far in ensuring that this project will be a success.

We call on relevant parties, the Local Enterprise Office with the Minister for Enterprise to carry out an assessment and introduce a business support initiative to underpin tourist related enterprises whose footfall and turn over is affected due to reduced bed nights in the North and West Clare area.

The Local Enterprise Office are available to engage with any business that encounters operational challenges in their day-to-day trading activities. This enables us to assess the specific challenge an individual business is encountering and determine the most appropriate support. Typically, we will appoint an expert mentor in the first instance (at no cost to the business) to assist the business in identifying actions to mitigate any adverse impact on its operations. The Minister for Enterprise Trade and Employment recently announced enhanced and expanded eligibility criteria for businesses to avail of various supports which can aid businesses achieve significant cost reductions in their operational costs mitigating the negative impact of inflationary costs and/or reduction in profitability. Incorporated in these new suites of supports are small capital grants to aid investment which will improve the overall efficiency of the business. The key significant changes are that businesses in many business sectors, employing up to 50 people can now access these supports. In the specific case of the Energy Efficiency Grant, the grant has been doubled to €10,000 and eligible expenditure can be funded up to 75% of the costs. It is expected these new supports will become available in the coming weeks. Where a business, in any sector, is encountering challenges we would encourage them to contact the Local Enterprise Office.
A discussion was had with regard to the need to provide a supports package to local and medium sized businesses who are suffering the loss of footfall in our towns and villages as a result of decreased bed nights, increase in costs for labour and materials. In response, the Executive advised that LEO and the Tourism Network can lend their support to these business and asked for individual details to be provided to them.

Motions No. 16 and No. 33 were taken together. Cllr. Garrihy welcomed the proactive work done to date by the MD and Tourism Department by providing signage, road markings and traffic calming measures at key junctions to make the roads in North Clare safer for all users. He also acknowledged the input and support from the North Clare Community Group who provided assistance with these measures.

The 3-year look ahead schedule will be compiled later this year. This may present an opportunity to include the L-2058 on a future Schedule of Municipal District Works. It is part of the Euro-velo route. Kilcarroll to Burrane is approx. 6km. Not all the road is in poor condition. Sections are bog rampart and / or built on poorer ground. These sections have deformed. Repairing the road will involve road recycling and resurfacing. This is a relatively expensive method of repair. I have spoken with the Area Engineer and the local roads senior General Services Supervisor and asked them to ensure that the road is maintained in a passable condition.
It was agreed that this motion and motions 18, 20 and 28 would be discussed further at a special meeting on the Scheule of Municipal District Works in the Autumn.

That Clare Co Council road design an appropriate traffic calming measure for the Back road/ O Gorman Street. When doing so consider the use of raised square speed bumps. This has been the subject of a number of motions and a speed survey in 2019. Traffic has increased dramatically in the area and still no measures have been put in place to safeguard vulnerable road users.

The Notice of Motion relates to a private roadway used to access Leitrim Graveyard from the R484.
While it is not within the remit or responsibility of the Burial Grounds Unit to undertake works to private roadways, the unit will support and guide the graveyard committee in sourcing grant funding to undertake the works should they wish to proceed.
Cllr. Gould appreciated the reply and advised that the Graveyard Committee will make an application for funding later this year.

I’d like to refer to my previous reply to Cllr. Lynch. The L-6150 & L-6148 are adjacent to the L-2058 mentioned by Cllr. Lynch. The L-6148 is part of the CyKilrush cycling route. Neither road is included on the recently adopted 2024 Schedule of Municipal District Works. They can be considered for inclusion on future Schedules. The 3-year look ahead schedule will be compiled this year. This may present an opportunity to include either or both roads on a future Schedule of Municipal District Works. Not all sections of the roads are in poor condition. Sections of both roads are bog rampart and / or built on poorer ground. These sections have deformed. Repairing the roads will involve road recycling and resurfacing. This is a relatively expensive method of repair.
I have spoken with the Area Engineer and the local roads senior General Services Supervisor and asked them to ensure that the roads are maintained in a passable condition.

Cleaning and painting of the walls adjacent to the Claremont Hotel has commenced in conjunction with our seasonal Beach Operatives.
Replacement of one section of railing regularly damaged due to it’s location at a point where access steps meets the sea has commenced. A permanent solution has been determined and includes the provision of a small concrete retaining wall.
Localised repairs are required to the railings in general and these will continue.
Cleaning of the remaining sections is also required and we are currently looking at the most effective method – power hose, chemical treatment, painting or a combination of each.
A discussion was had with regard to reviving the Village Painting Scheme which was very successful in the past. It was felt that a spring maintenance programme needed to be put in place to ensure that our popular seaside resorts would be looking their best for the tourist. It was agreed that this would be followed up with Rural Development.

I am requesting the Clare County Council design a new traffic management plan i.e. a roundabout at the square in Miltown Malbay, in the interest of road safety.

A site meeting was held with TII regarding safety improvements at this junction in March 2024. A topographical survey is scheduled for July and this will allow for the update of the existing concept design to incorporate pedestrian and cyclist facilities in line with the new Cycling Design Manual.
An application was made to TII in June 2024 for Active Travel ‘Seed’ funding to progress a project to deliver improved pedestrian & cyclist facilities at this junction which would incorporate improved traffic management at this location.
Motions 23 and 29 were discussed together with the Members agreeing that a nomination from WCMD should be made to the new Road Safety Committee and supported by the Executive.

It will be completed later in 2024 but is subject to landowner agreement.
Cllr. Slattery advised the meeting that the landowners were in agreement to meet with the Council with a view to progressing the project.

To request Clare Co Council to carry out restoration works on the L6501 leading off the R473 to Crovraghan Pier Kildysart. This road is serving 10 islands and used by 20 farmers, Bunratty Search and Rescue and is urgently in need of repair.

The L-63501 is a local tertiary road, approx. 1.6km in length. Not all sections of the road need repair, although there are sections with potholes, edge ravelling and other surface defects.
I have spoken with the Area Engineer and the local roads senior General Services Supervisor and asked them to ensure that the roads are maintained in a passable condition.

The Members agreed that additional funding is required for the road works programme. It was proposed that each LEA will carry out a comprehensive review of the schemes in their area and put together a detailed analysis and costing ahead of budget submissions later in the year.

Can we please get a commitment of resources & a timeline to progress a traffic management solution at the Square in Milltown Malbay. In reply to a motion in September 2022, we were told designs were to progress in the following months. But no evidence of anything having been done.

A site meeting was held with TII regarding safety improvements at this junction in March 2024. A topographical survey is scheduled for July and this will allow for the update of the existing concept design to incorporate pedestrian and cyclist facilities in line with the new Cycling Design Manual. An application was made to TII in June 2024 for Active Travel ‘Seed’ funding to progress a project to deliver improved pedestrian & cyclist facilities at this junction which would incorporate improved traffic management at this location.

That Clare County Council conduct a cost benefit analysis for the complete upgrade of the N68 Ennis to Kilrush and N85 Ennis to Ennistymon to the highest current standard for national primary roads. The purpose is to present these reports to the Department of Transport and Transport Infrastructure Ireland to lobby for their prioritisation.

“TII (Transport Infrastructure Ireland) are the responsible body for the funding of Pavement Upgrade Schemes on the National Road Network in Clare, of which the N68 Ennis to Kilrush and the N85 Ennis to Ennistymon form part of the National Secondary Road Network. Pavement Upgrade Schemes, known as Priority Schemes, are selected and approved by TII and such schemes are selected following annual testing undertaken on the National Secondary Network across the county by TII. Clare County Council procures and undertakes supervision and delivery of Pavement Upgrade Schemes on behalf of TII but ultimately does not hold authority for the selection of Upgrade Scheme Locations.
In 2024, priority schemes have been delivered on 3 separate locations on the N67 at Lisdoonvarna, Rineen (Miltown) and Doonbeg Village amassing to a total of 4.9km of network. In addition to the aforementioned, TII also provides limited funding in addressing minor defects on National Secondary Routes within the county. To date in 2024, 4 no. locations are in receipt of approval for funding on the N85 and N67 with a further 4 no locations on the N67 & N68 submitted for approval.
Clare County Council continues to work and engage with TII in advocating for increased funding across our National Road Network.”
Cllr. McInerney welcomed the response and noted the upgrade and investment at 3 locations on the N67. However, the members discussed that they were in receipt of a number of complaints about the poor condition of the road in several places. Colette Costello advised that funding had been secured to carry out urgent repairs at Tullagower and Moyasta.

Following the introduction of the much-needed designated parking at Kilkee Pier as part of the bylaws for the seaside resort, that Clare County Council examine the possibility of the construction of a separate slipway or access point for safe swimming at the pier as it is currently used by the elderly and those with disabilities.

The recently introduced Kilkee parking bye-laws introduced designated parking at the pier, for pier users. There is parking provided for boat owners, divers, the Coast Guard, fishermen and those seeking to launch craft from a working pier. Parking by other vehicles is discouraged. The idea is to ensure that the pier and slipways can be always accessed by emergency vehicles, should there be an accident in the water. Vehicles belonging to beachgoers have in the past impeded emergency vehicle access. There are 2 existing slipways in place on Kilkee Pier. The slipways provide direct access to the water from the paved parking area on the pier. It is acknowledged that this is very convenient for the elderly and those with disabilities, but West Clare MD would – in the interests of Health and Safety – like to discourage the use of the existing slipways by those not launching craft. West Clare MD can certainly look at providing additional access points onto the blue flag beach in Kilkee but would prefer to reserve the pier for pier activities. All beachgoers should be able to access the beach and the water, and a ramped access to the beach would certainly be a benefit. As Kilkee blue flag beach is in (or immediately adjacent to) an SAC planning & environmental consents may have to be sought. In addition, a funding stream will have to be identified.
Cllr. McInerney advised that there was still a safety concern at the slipway with swimmers and boat users using the same access point to the water and asked if consideration could be given to providing separate access points. In response, Colette Costello replied that additional works at this location were being explored with Failte Ireland Platforms for Growth scheme.

Given the extensive parts of the Clare coastline from Clarecastle to Kinvara which form part of the EuroVelo1 route, that Clare County Council seek separate and additional funding from the European Union for the upgrade and maintenance of this road network.

The upgrade and maintenance of road network pavements is funded by the Department of Transport through the restoration improvement and restoration maintenance grants.
In relation to specific european funding opportunities for pavement maintenance & improvement on EuroVelo routes it has been indicated by the National Coordinator of EuroVelo Ireland that specific european funding for EuroVelo routes may only be available for dedicated cycling infrastructure rather than shared public roads. We will revert with confirmation of eligibility if it becomes available.
The preparation of the 3 year Multi Annual Plan for the Restoration Improvement Schemes will commence shortly and elected members will have the opportunity to make representations to their relevant MDs regarding roads of concern.

I call on the West Clare MD outline improvements to road safety measures undertaken and updated status in North Clare as per the North Clare Mobility and Transport Plan.

It was agreed by the West Clare Municipal District to develop a North Clare Integrated Transport and Traffic Plan, to be led by the Physical Directorate and supported by input from the Tourism Directorate as well as by the West Clare Municipal District. This plan is addressing capacity and infrastructural challenges relating to additional visitor traffic, combined with local transport needs, during the tourism season in North Clare.
As part of this Plan a number of Working Groups have been set up to prepare Action Plans with a specific focus on delivery of objectives, monitoring KPIs etc. One such Working Group, led by the Executive in the Ennistymon MD, focuses on Signing & Lining and road safety measures . This Working Group has been very active in engaging with local Community Groups to identify “quick wins” to improve road safety measures at various locations throughout North Clare. Some of the measures include:
- Putting in place drive on left signage at key tourist locations, e.g. Cliffs of Moher, Doolin Pier, Ailwee Cave etc.
- Putting in place road markings (arrows) at key locations to clearly outline which side of the road drivers should be driving on
- Plans to improve pedestrian facilities by the provision of additional footpaths e.g. Roadford & Fisher St in Doolin
- Carrying out hedgecutting at various locations & junctions to improve sightlines
- The provision of seasonal overflow car parks at locations such as Doolin & Fanore to remove traffic from the road
- Carrying out road overlay works on heavily trafficked roads such as the R479 & R480
- Identifying suitable locations for Safety Improvement schemes e.g. Garrihy’s, Cross, Doolin
The Executive of the Ennistymon MD office are continuing to engage with local Community Groups to monitor KPIs on the various Action Plans drawn up & will continue to progress measures to improve road safety.

Any Other Business
- Congratulations were expressed to Senator Roisin Garvey on her appointment as Deputy Leader of the Green Party. It was agreed to seek her assistance in getting Active Travel Funding for rural areas as its currently only available to urban towns.
- Congratulations and good wishes were extended to Briah Lohan and the Clare Senior Hurling Team in this years All-Ireland Hurling Final.
- Cllr. Bill Slattery sought an update on the provision of an additional Traffic Warden for North Clare. John Corry advised that the recruitment process had concluded and that an appointment is expected in the coming weeks.
- Cllr. Slattery highlighted a need to provide camper van facilities in Lahinch given the ongoing issue with them parking overnight on the Prom. John Corry advised that this would require a review of the Lahinch bye laws.
