That the West Clare Municipal District requests the Economic Directorate of Clare County Council to provide a comprehensive briefing to the members of the District on the economic opportunities currently being pursued for West Clare, with particular focus on both onshore and offshore industry potential.

 

Furthermore, that this Municipal District requests the Economic Directorate to formally engage with the Minister for Enterprise, Trade and Employment and the IDA, with a view to organising a visit to West Clare to assess the feasibility of establishing an Economic Task Force for the region. The purpose of this Task Force would be to identify key, actionable deliverables aimed at generating much-needed employment opportunities in the short to medium term, beyond the longer-term prospects anticipated in the proposed renewable energy sector.

Members will be aware that Clare County Council is actively implementing the actions identified in the Shannon Estuary Economic Task Force Report which includes supporting the onshore/offshore renewables potential along with associated ancillary opportunities.  Included in this is the reestablishment/reconvening of both the Strategic Integrated Framework Plan (SIFP) Steering Group and Environmental Group which has recently commenced Data Gathering that will inform the Offshore Renewable Sector.  Related, the Council is discussing and considering on a cross-directorate basis any infrastructural requirements and/or deficits that currently pertain.

 

As requested, I will arrange for a comprehensive briefing to be provided to the West Clare MD Members at an upcoming meeting or indeed at a special meeting/briefing if so desired.  It may be more appropriate to have the Programme Manager of the Mid-West Regional Enterprise Plan, Mr Brian Bourke attend such an event and to this end, I have extended an invitation to Mr Bourke.  In relation to a possible Ministerial visit, I will engage with the Department re same and revert with an update. Regarding the setting up of an Economic Task Force for West Clare, Members will be aware of the existence of the Clare Economic Taskforce chaired by Noel Kilkenny.  It may be the optimum approach in the first instance to consider the proposal in this motion and revert. I will keep Members informed of developments in both regards.

 

A number of members supported this motion and after much discussion on how to bring investment into West Clare and keep young people in employment, it was agreed that a meeting with the Minister for Enterprise, Trade and Employment and the IDA be organized to assess the feasibility of establishing a local economic taskforce.

Further to correspondence and brief discussions which took place with personnel from the Ennistymon Office and businesses from Lahinch in attracting buses to stop and park at the Liscannor road car park. What plans (if any) are being considered for this to happen?.

I would like to thank Cllr. Slattery for bringing forward this motion. We fully acknowledge the importance of relocating bus traffic from the promenade to the Liscannor Road Car Park to improve traffic management and enhance accessibility for all road users.

 

To progress this initiative, the Municipal District (MD) will engage consultants equipped with the necessary software to design appropriate bus turning circles and other essential infrastructure for the car park. This detailed design process will ensure the facility meets operational and safety standards while optimising space and functionality.

 

Following the completion of the initial design, we will undertake thorough stakeholder consultation to assess all potential implications, including the impact on existing car parking spaces and overall traffic flow.

 

Additionally, a review of relevant bylaws will be required to align regulations with the new facility.

 

Cllr. Slattery expressed thanks for the reply.  He said the overuse of campervans of the promenade car park in Lahinch is not sustainable and is giving a negative image of the town.  He witnessed a large number of camper vans parked at the prom over the weekend of the recent warm and sunny weather and it highlights the need for Lahinch to have its own campervan site.  He also claimed the inexpensive charge to park such vehicles at the prom was part of the reasons for the car park’s popularity.   Cllr. Talty supported the motion saying that the last two weekends were amazing start to the summer but  it was also chaos in Lahinch with cars abandoned on every approach road. 

 

In response, Eoin Troy agreed to review the parking byelaws for Lahinch.

I am requesting once again that Clare County Council provide litter bins on the old promenade in Lahinch from Spooneys up to where the old toilets were. That at least 3 new bins be provided on the top walk from the bottom of the promenade to the lower steps, and a smaller bin for walkers with dogs to discard excrement from their dogs at the bridge on Liscannor road.

It is critical to ensure all existing services provided at Lahinch Promenade are maintained to as high a standard as possible. Any additional services provided will be a further strain on already stretched resources so these must be deemed both essential and manageable.

 

On that basis we propose the provision of an additional waste bin and separate dog foul dispenser at the steps at the end of the walkway adjacent to the Golf Club.

We will also re-engage with the businesses in Lahinch to remind them of their obligations under Litter Management legislation.

The L-6260-0 in Miltown Malbay is included in our 2025 Restoration Improvement Programme. It is envisaged works will commence in the coming days and will include an upgrade of the existing road markings.

 

Cllr. Slattery thanked Tony for his reply adding that he was happy for the residents that something was being done for them.

I call on West Clare MD to compile an assessment of  Vacant Commercial Property in Kilrush LEA,  Single Closed retail ,Small workshops , Office Space ,and large industrial units. This Up To Date information will be used for future planning to increase all commercial activity in West Clare

As part of the work of the Vacant Homes Team, considerable work was completed in 2023 and 2024 in surveying vacant properties and mapping them across the County.  In total over 2,000 properties were surveyed and while focused on domestic properties, also included commercial properties.    This information is used by the Vacant Homes Team and the Derelict Sites Team in identifying properties for action under the Derelict Sites Act, 1990.  The work to date is having a real effect and has increased the number of such vacant and derelict properties coming to market.

It is important to note the success of the Vacant Property refurbishment grant in the West Clare MD area.  In this MD area, a total of 209 properties have been approved for the Vacant Property Refurbishment Grant in the sum of almost €13 million.  To date, grants have been paid on 66 properties where works are completed, in the sum of €4 million.    This is a very significant investment in returning vacant properties to economic use and it in turn, drives further investment in the businesses providing the goods and services for the works involved.

In addition, the Rates Department are constantly engaging with owners of vacant properties in relation to rates, rates on vacant premises etc.

 

The Town Centre First Department is working in collaboration with the Kilrush Town Team to develop a Town Centre First Plan for Kilrush Town by year end (2025).  As part of this work, commercial properties and vacant commercial properties are being surveyed and will assist to inform objectives and actions identified in the Kilrush Town Centre First Plan.

 

Cllr. Shannon thanked Carmel for her reply.  He noted that while the take up of the vacant home grant in the county is successful, there are huge volumes of commercial properties in dilapidated conditions.  He is suggesting as a project if a select few could be put forward to investment companies for regeneration and encourage industry to West Clare.  He also noted that a major upgrade of the road network in West Clare is required. 

 

Cllr. McInerney supported the motion adding that incentives are needed to encourage people to take on these types of property.

I call on the West Clare MD to review the List of Strategic Projects from the Last Council term with a view to building a conveyor of appropriate and shovel ready projects of strategic value and Importance in preparation for and aligning with the various Government funding streams such as RRDF CAT 1 & 2 , T&V Renewal , CLAR,  Outdoor Recreation , Community Recognition , Sports Capital and others.

Thank you for your Notice of Motion regarding the strategic review of projects within the West Clare Municipal District. Your proposal to assess and align these initiatives with key government funding streams is both timely and valuable.

 

In line with this, West Clare MD is currently drafting its Strategic Plan for 2025–2027, which will encompass all active, proposed, and potential projects of interest within the district. Councillors will have an opportunity to review and provide feedback on the draft plan in the coming weeks, ensuring that it reflects priority projects and investment needs across the district. We will welcome further input on areas of strategic importance.

In the interest of sustainable communities and regenerative Tourism in West Clare MD I Call on Tourism West Clare , COM and Others in Clare Collection to set a clear measurable strategy and pillar in their operations along with defined and resourced actions for linkage, support and engagement with the Towns and Villages, Non Council owned attractions of the MD along with the local SME sector to ensure they benefit from footfall visiting the council run attractions and how this benefit will be measured.

This is a welcome notice of motion.  In response and with acknowledgement to County Clare becoming the first county to be assessed as meeting silver certification as part of the EarthCheck Destination Standard - a key goal of the Clare Tourism Strategy 2030, there is a robust action plan which the GSTC Green Team are now working through.  The data for this action plan has been formulated from the Residents, Visitors and Business Surveys which have been conducted county wide.  One of the key strategic initiatives within this Action Plan is to measure, monitor and action beneficial and adverse tourism impacts to local communities.

 

In addition and again in line with the Clare Tourism Strategy 2030, the Geopark Code of Practice will be transposed across the County to include other Tourism Business Networks.  This evidence-based code of practice has a host of principle data to be collated with one to specifically including the category of Vibrant Communities: how to work to ensure that tourism makes a positive social contribution so that it benefits our community as well as our guests. Other key measures to complete the Code of Practice include the measurement of local employment, % of local suppliers, networking, and cross promotion of other Clare enterprises. Submitted evidence is externally evaluated by a third party. As outlined in the draft action plan, all Council-owned DAC sites have been identified to complete the Code of Practice.

 

As part of the EarthCheck Destination Certification, all such actions are to be addressed such that there will be an audit of work being progressed on an annual basis.

 

The Members had a general discussion on ways measure the success of the huge investment made in tourism.  They acknowledged that the shuttle bus service is very welcome into North Clare but its also important to  carry out an assessment of how well its working  and bringing economic development into the towns and villages near by.

That the WCMD will work with the appropriate directorates of Clare County Council  and Coillte to repair and restore both the gate lodge and the boundary wall along the R473. Both structures are of historic and heritage importance, the continued destruction of the wall is now resulting in a danger to people and traffic as stones are falling on to the carriage way.

The West Clare MD are working with our property section in relation to developing ideas for the use of the Gate Lodge. The boundary wall issue is of concern and the MD have been working with Coillte, who are currently the owners of this property, to progress the repair. Coillte have recently developed the walkways inside the wall which is a welcome addition and I will continue to work with them in partnering to ensure the repair of the wall as quickly as possible.

 

Cllr. Lynch expressed thanks for the reply.  He said the Gate Lodge, which is in Council ownership is falling into disrepair.  He acknowledged that he historic wall around the Valdeleur Gardens is owned by Coilte but said that it needs repair as it is dangerous in its current state.  Cllr. Gould supported the motion adding that this is a safety issue for local residents.

 

John O’Mally took on board what Cllrs Lynch & Gould said and agreed the area was an eyesore .  He said that a lot of clean ups have taken place but due to anti social behaviour, there is an issue keeping the wall repaired and agreed to make contact with Coilte.

We call on the West Clare M D to commission a socio-economic profile of North Clare and West Clare providing a detailed analysis of the demographic, economic and social characteristics, following consideration by Local Councillors and M D Office of agreed parameters.

Thank you to Cllr Killeen for bringing forward this motion. We fully recognise the value of commissioning a socio-economic profile of North Clare as the data obtained will be instrumental in supporting future funding opportunities and grant applications.

 

Given the widespread benefits of this initiative, both North and West Clare will collaborate to commission and develop a single, comprehensive profile that reflects the demographic, economic, and social characteristics of the region.

Prior to commissioning this project, it will be essential for both Municipal District (MD) offices to engage with all Councillors in defining the appropriate scope and specification for the study. This collaboration will ensure the profile is tailored to capture the most relevant and actionable insights for the area.

 

Once funding for this initiative has been identified, we will proceed with commissioning the study, ensuring it aligns with local priorities and delivers meaningful outcomes.

We call for an update on the Tobin Report and steps forward on the Cliffs of Moher walkway remediation.

The Cliffs of Moher Coastal Walk Management Plan was circulated to key stakeholders on the 7th and 8th of April and published on Clare County Councils website on the 9th April. During this period of digestion the Council is liaising with Clare Local Development Company (CLDC) and the Department of Rural and Community Development on the transition of the trail management from CLCD to the Council.

 

In addition we are facilitating landowner engagement both directly with the landowners on request and collectively with the landowner representatives to commence discussions on permitting access to and works on their land.

 

In relation to the walkway remediation; CLDC are the trail management organisation responsible for the management and maintenance of the open section of the walkway and while there is approved ORIS funding no works could be undertaken during this time due to the nesting season restrictions.

 

Clare Tourism Development DAC will shortly be advertising for a Trail Manager who will be key to the successful transition of the walk from CLDC to Clare County Council.

Ask the Project Management Office to review the rock armour at Spanish Point beach & carry out remedial works in the interest of health and safety.

Repair works to the existing rock armour at Spanish Point are deemed essential and will be undertaken as soon as possible.

 

A number of Members shared their concerns that the rock amour requires repair so soon after installation. 

 

Tony Neville agreed to review the condition of the amour with the OPW in conjunction with the PMO and arrange repair works.

While welcoming the launch of the Burren and Cliffs Explorer shuttle bus service, request that a link be added to Ennistymon.

The Burren and Cliffs Explorer does not currently have a stop in Ennistymon. Ennistymon was considered for the pilot for 2025 but a number of limitations ruled it out as a location. In the short period to establish the shuttle service the team could not overcome the lack of available parking or the impact of traffic congestion on timetabling. Traffic congestion and delays would have a negative impact on timetabling and reliability of the Burren and Cliffs shuttle service. 

 

We are equally mindful that there is a public bus service from Ennistymon to Lahinch which connects with the Burren and Cliffs Explorer. There is also a pathway to Lahinch from Ennistymon 3k, walkers (35mins walking) and cyclists (10min) can utilize this path to connect to the shuttle with bikes accommodated on the bus.

The team also considered Ennistymon GAA but it was ruled out as it is not within walking distance to town or village to deliver footfall to these areas and it is on a local road.

This is a pilot initiative which will be measured to inform decisions on continuation of the initiative. To ensure longevity and to maximise the return to the towns and villages on the routes it is imperative that the local communities promote and support the Burren and Cliffs Explorer.

 

Cllr. Talty said that the shuttle bus service is a positive economic story in North Clare and a huge opportunity for the towns mentioned but he is disappointed that Ennistymon is not on the map.   He noted the signage in Inagh is diverting traffic from Ennistymon and majorly affecting traders in the town.   Cllrs. Slattery, Garrihy and Killeen all supported the motion agreeing that locals are disappointed and agreed that the shuttle bus stop should include Ennistymon.

The Inagh River Drainage District falls under the remit of Clare County Council. We have started the process of engaging consultants (Hydrologists and Ecologists) with a view to;

 

  • Determine the extent and details of works required (Hydrologist)
  • Associated Environmental Reports (Ecologist)
  • Engagement with Landowners, access and individual GLAS agreements in place etc
  • Other stakeholder engagement (Inland Fisheries, OPW etc)
  • H&S requirements

 

Funding has been sourced to commence the process.

That West Clare Municipal District members formally calls on Transport Infrastructure Ireland (TII), the Department of Transport, and all relevant stakeholders to reaffirm their commitment to the delivery of the West Clare Greenway by immediately reinstating funding for the planning and design of Section 3 (Ennistymon to Miltown Malbay) and Section 4 (Miltown Malbay to Moyasta). These sections represent the critical central link of the Greenway and are essential to achieving the full potential of this transformative regional infrastructure project.

That the West Clare Municipal District, acknowledging the vital efforts of the National Parks & Wildlife Service, local landowners, and the Doonbeg community in protecting the dune system at Doughmore Beach—particularly through marram grass planting—undertakes an educational campaign to raise public awareness of the importance of preserving these sensitive environments. This should include informative signage, targeted social media content, and wider public engagement tools to discourage trampling and the use of dunes for training, which is causing serious damage. Furthermore, that the Council reviews the Beach Bye-Laws with a view to amending them to require that access to dunes at all designated beaches in Clare is restricted to marked or designated routes only.

The West Clare MD acknowledge the work that is ongoing in relation to protecting the dune system in Doughmore and have been working closely with the NPWS in relation to this. Additional signage will be in place very shortly as part of this. I have also been linking in with our Biodiversity Officer and will continue to work on educating all on the sensitivity of this environment and the role that the dunes (including marram grass planting) play in protecting the overall area. Our Environment Section are working on a public awareness piece, also working closely with the NPWS and Clare’s Biodiversity Officer, which will be part of a media campaign on this.

Doughmore Beach & Doughmore Bay are part of the Carrowmore Dunes Special Area of Conservation (SAC). This a Natura 2000 site, which means that it is part of a European network of important ecological sites. The network seeks to ensure the long-term survival of the most valuable and threatened species and habitats in Europe. An SAC is established under the Habitats Directive, and enjoys legal protection under both Irish National and EU law.

Cllr. McInerney said that a public awareness campaign was needed to educate the public on their responsibility to protect dunes

Clare County Council is engaged with ZEVI (Zero Emissions Vehicles Ireland) in forming part of Region 7 of the Regional and Local EV Charging Network Plan in collaboration with Donegal, Sligo, Mayo and Galway County Councils. Clare County Council have signed a Section 85 Agreement with Donegal County Council to act as lead for Region 7, and for the appointment of a consultant for the delivery of a strategy unique to each Local Authority within the region. Following on from the development of the strategy, there shall be a staged delivery inclusive of Infrastructure and Location Planning and this shall ultimately be followed by the delivery of charging infrastructure at strategic locations across the county in both urban and rural settings to meet the objectives of the Regional and Local EV Charging Network Plan 2024 – 2030.”

 

A number of Members supported this motion sharing their frustration that the project was taking so long noting that this issue was previously raised in 2021.  It was agreed to contact Michael McNamara as regards next steps.

 

Suspension of standing orders was proposed by Cllr. Ian Lynch and agreed to allow the meeting to continue.

Given the extent of deterioration, the programme should be structured as a multi-annual plan to ensure the complete restoration of the footpaths over the lifetime of the current Council, addressing the issue in a phased and prioritised manner.

I note that some footpaths in St. Patrick’s Terrace are in poor condition and the West Clare MD will endeavour to replace these bays. This is not a commitment to replace every footpath within the Terrace, but hopefully to replace any defective bays.

 

The West Clare MD would welcome the establishment of a dedicated funding stream to allow us carry out footpath works (and other maintenance works) in the housing developments in our charge in West Clare.

Safety concerns at Liscormick, Kildysart, road between Lissycasey road  Cross to new council Estate L2066.  No Footpath and no room for walking on road, on a dangerous bend.  Safety concerns for up to 30 children passing daily to school.  Can this be reviewed urgently.

As a rule of thumb footpaths are provided within the speed limit signs, i.e. where reduced speed limits apply. Outside of the speed limit signs, where the maximum speed limit applies it may not be appropriate to construct a footpath on the side of the road in a rural area. Such a footpath would be a very discordant feature for drivers. It may be difficult to design a footpath in this area and comply with current design standards.

 

The speed limit signs on the L-2066 are located adjacent to the Cluain Chormaic housing development. There is a footpath available where the reduced speed limit applies.

 

The section of road between the L-2128 / L-2066 junction (Lissycasey Road) & the Cluain Chormaic estate is a narrow rural road, typical of many roads in the West Clare MD. The construction of a 2m wide footpath would involve the purchase of land, the demolition & reconstruction of a dry-stone wall and the demolition & reconstruction of the front boundary wall, piers & gate of a private residence. It cannot be guaranteed that all landowners and the homeowner will agree to sell.

Issues around high branches on stretch of road between Ballinacally and Kildysart R473, at area known as Paradise, School Busses have weekly repairs to mirrors at this stage due to high branches sticking out and cause safety concerns whilst driving on this section of road.  Similar issue on stretch of road from Kildysart to Cahercon again where high branches damaging lorries and busses weekly.  Can these 2 stretches of road be assessed asap to get these high branches cut.  While these branches are not impacting cars, it is causing immense damage to lorries and busses on a weekly basis and needs to be reviewed.

There are sections of the R-473 at Paradise & Cahericon where a number of private forestry plantations have trees planted close to the carriageway edge. The trees are trimmed regularly. The trimming of trees along the roadside boundary is the responsibility of the landowner as per the Roads Act 1993. If there are particular sections of the road causing an issue the West Clare MD will try to identify the owners and request that they trim back the tree branches in question.

I request update and projected completion dates for the vital pedestrian links in Doolin from Fisher Street to Doolin Pier which were previously programmed for Q4 2024.

Works to provide a new and improved pedestrian link between Fisher Street and Doolin Pier will re-commence in the coming weeks. Initially, all works will be off road to facilitate the large number of visitors to the Pier at this time of year. I can confirm that a review of the original design has been completed to extend the proposed footpath, plus street lighting, as far as the Pier Carpark. Funding for this extension has also been secured.

I call on West Clare  MD to engage with TII on replacing of school lighting at Quilty National School before the 25/26 school season commencing in September. There is a number of schools in west Clare that are awaiting upgrade of lighting .

The advance warning sign to the South of Quilty NS on the N67 was damaged during Storm Éowyn. The West Clare MD fitted plywood to the face of the sign to keep it weatherproof and contacted our colleagues in the Roads & Transportation Department, requesting they bring the damage to the attention of TII. I believe that an instruction has issued from TII to their interactive signage maintenance contractor, instructing the contractor to undertake repairs to the sign and ensure that it is operational again at the earliest opportunity.

 

If there are National Schools in West Clare (not on the National Secondary Road network) where the advance warning signage needs repair, please bring this to my attention, and I will arrange for the necessary repairs.

This area has been surveyed recently and it does require some localized drainage. Access to the only available watercourse outlet is via private property. A verbal agreement has been reached with this property owner and I am confident the proposed works can commence during Q3 2025.

That the West Clare Municipal District urgently replace the existing yield signs with stop signs and install appropriate advance warning signage at Johnny Mac’s Cross, located between Querin and Lisdeen at the junction of the L-2016 and L-60521-0, These measures should be implemented without delay in advance of the busy summer season and ahead of the scheduled road improvement works at the location, which are welcomed but will require time to complete due to the heritage significance of the adjacent mud house.

West Clare MD shares Councillor McInerney’s concern about traffic safety at Johnny Mac’s Cross. Visibility when on the L-60521 is exceptionally poor. West Clare MD successfully applied for funding for a low-cost safety scheme (LCSS) in 2024.

The house that inhibits visibility sightlines has proved to be of archaeological significance. This meant that the LCSS could not be completed in 2024. Clare County Council has been allowed to carry the LCSS funding forward to 2025.

 

West Clare MD, in conjunction with our Heritage Office, has appointed a conservation archaeologist to survey the house prior to partial demolition. The archaeological survey has commenced and at a very well attended evening in Kilkee recently details of the survey were discussed with members of the public.

 

The archaeological survey will hopefully be completed on Friday 23rd May. I hope that we will be able to remove the section of the walls that impedes visibility at that stage. I hope that we will be able to recommenc works on the LCSS section of the project week beginning Monday 26th May.

 

We can look at changing the “Yield” signs to “Stop” signs at that stage.

The L-6292 is a local secondary road on the west of Labasheeda. It becomes progressively narrower the further West you travel and has grass growing up the middle of the road for the last couple of kilometres. The road is in acceptable condition, by and large, but there are short sections where resurfacing would be helpful.

 

The L-6292 was not included on the recently adopted 2025 Schedule of Municipal District Works but can be considered for inclusion on future Schedules.

 

I will bring the request to the attention of the Area Engineer and the local roads supervisor and ask them to have the velocity patcher visit when it is next in the area, in order to keep the road in a passable condition.

The speed limit signs on the R-473 are located adjacent to the 4-way junction of the R-473 / L-2136 / L-6352. There is a footpath available where the reduced speed limit applies.

 

The distance from the speed limit signs to Killadysert GAA grounds is approximately 600 linear metres. It is a narrow & winding section of the regional road network. It is typical of many roads in the West Clare MD. The construction of a 2m wide footpath would involve the purchase of land, the demolition & reconstruction of a substantial section of dry-stone wall., the felling of trees, the removal of earthen ditches, and the demolition & reconstruction of the front boundary wall, piers & gate of several private houses.
