Thrive Ennis Town Centre Integrated Urban Strategy

Clare County Council would like to thank everyone who participated in the public and stakeholder engagement on the Integrated Urban Strategy (Heritage-Led) for Ennis Town Centre, which has now been finalised. Your input helped shape this strategy using a participatory approach aligned with the principles and values of the New European Bauhaus.

The Strategy was developed under Action 21 of Ennis 2040 Strategy – Economic and Spatial Strategy to showcase Ennis’s heritage and architecture, support the adaptive reuse of heritage buildings, and promote a circular economy at the local level. It sets out a vision and four key themes: Historic Ennis, Connected Ennis, Experience Ennis, and Green Ennis. The Strategy outlines a framework of heritage-led opportunities and identifies several potential project proposals focused on heritage refurbishment, renovation, and adaptive reuse.

The Strategy is available to view at the link below, along with accompanying documents, including the Strategic Environmental Assessment (SEA) Screening and Appropriate Assessment (AA) Screening Reports.

The Integrated Urban Strategy (Heritage-Led) for Ennis Town Centre supports a funding bid to restore and repurpose The Cloister, a heritage building in the town centre. A THRIVE funding bid was submitted in mid-April 2025 to the Southern Regional Assembly, and a decision on successful projects under this funding call is expected in Quarter 4 2025.

THRIVE Ennis is funded by the government through the ERDF Regional Programmes via the Southern Regional Assembly. The project aims to bring The Cloister back into use, contributing to the vitality of the town centre.
