Matters Arising from Minutes

No matters arising from minutes of previous meeting.

Odour Management

Maeve Ryan advised that Clare County Council received a report from Odour Monitoring Ireland as a result of a site inspection which took place on the 21st August, 2012. Maeve noted that the max instantaneous VOC reading behind the riser was 717ppmv against a licence limit of 500ppmv. However, the map received from OMI showed that the average levels behind the riser were below 500ppmv. The problem was rectified on the 23rd August and no further odours had since been detected.

No correspondence was received from the EPA since the last meeting.

Community Fund

A copy of a report containing the recommendations of the evaluation panel which issued to the Ennistymon Electoral Area Councillors at their meeting held on the 24th September, 2012 was circulated to members. Paul Moroney informed the meeting that the report from Anne Haugh, Director of Services agreed with the recommendations of the evaluation panel to distribute €100,000 of the €140,775 available for funding and that the remaining €40,775 be ring fenced and distributed with the Tranche 5 funding totalling approximately €150,000. Paul Moroney said that this report would be discussed at Clare County Council's Monthly Meeting to take place on the 8th October 2012.

Perry Long asked if the Community Liaison Monitoring Committee had any role in this process. Paul Moroney replied that the Committee had no formal role apart from electing members for inclusion in the Evaluation Panel. Perry Long expressed dissatisfaction with the process. She said that the Executive of Clare County Council had shown little respect to local residents and stated that the opinion of the Council was to "pay out and silence" as many as groups as possible. Paul Moroney said that the Councillors at the Ennistymon Electoral Area Meeting had expressed a desire that the next tranche of the funding would be amended to reflect the views and opinions of local residents. He added that Clare County Council intended finalising the revised guidelines as soon as possible and that it was the intention of the Council to retain the services of Catherine Dalton in this regard

Tom Long referred to the process for distributing the Community Fund which operates in Wexford County Council. He said that the system in Wexford favoured people living in close proximately to the landfill. John Longe added that residents close to Wexford County Council's landfill met with residents from Inagh previously and were shocked by the way residents of the Central Waste Management Facility were treated regarding the distribution of the Community Fund.
